45 Some Authorities have included an obligation on the Contractor to undertake a number of sample surveys on an annual basis, with the intention of ensuring that the required standards are being met and to identify instances where defects are not being reported by Tenants.  This monitoring would otherwise be met by the Authority undertaking sample audits on the Contractor.
