8  TENANCY AND ESTATE MANAGEMENT SERVICES (TEMS)

This section contains a summary commentary on the principles and interpretation of the TEMS, which contain all of the performance-based services of the PFI project.  The detailed TEMS are contained within Annex III to this Output Specification.  Where conflict arises between this Section 8 commentary and Annex III, it is the latter that takes precedence.

The Contractor is required to deliver the following Tenancy and Estate Management Services (TEMS) services during both the Initial Services Period and the Full Services Period to the Performance Standards and service levels specified in Annex III.
