8.6.9 Estate Management Service
The Contractor must provide a caretaker style estate management service in respect of the whole of the project area and those dwellings (irrespective of tenure) and public spaces within it. The Contractor must take legal steps as agent of the Authority if appropriate in enforcing Tenancies and lease covenants or as may otherwise be required in order to properly perform the estate management service. The Contractor must provide the estate management service in such manner as will:
• fulfil the Authority's statutory duties;
• enable Tenants and residents on the PFI Site to have safe, secure and quiet enjoyment of their respective Dwelling.
The estate management service must include as a minimum:
a) Dealing with and discouraging anti-social behaviour (such as drug dealing, noise nuisance, control of pets, garden and home condition management), domestic violence and racial harassment;
b) Vandalism and graffiti removal, and discouraging vandalism and graffiti;
c) Notification of abandoned vehicles to the relevant authorities; and
