ANNEX I: Availability Certification Requirements
This Annex forms the basis of the Certification Procedure and sets out the standards that should be achieved by the Contractor when offering up part(s) of the Project for Certification.66
The requirements are set out in four tables which should be used as follows:

66 At the bidding stage, the Certification standards must be generic to capture as many eventualities as possible. Once the dialogue process is underway, these may evolve to reflect the specific proposals of each bidder. It is expected that these standards would only be finalised in the run up to Financial Close.

69 It is expected that, regardless of the nature of the project, there will be some public realm works (either regenerative or to complete new build developments). Even if responsibility for maintenance of the public realm is passing back to the Authority (either through adoption or in order for maintenance to be provided by the public sector), then Authorities should ensure there are a clear set of handover standards to be met that would then trigger this handover. The standards contained herein are an example of what might be used, and these should be refined to suit the individual project scopes.
