88 It is expected that the Authority will be able to provide certificates for the stock at service commencement, and the Contractor therefore has to implement a regime to maintain this rather than address a backlog.  If there is a backlog, this standard cannot be reduced however it may be appropriate to explore methodologies with bidders to address the issue in the most effective fashion so as not to attract unnecessary risk pricing.
