Inspection for compliance with Full Availability Standard in Annex II completed and shortcomings rectified.

All rubbish cleared from the Dwelling (including external areas within curtilage, sheds, Garages, etc.) and disposed of.

All furniture, fittings, etc. discarded by the outgoing tenant should be removed and disposed of unless agreed with the incoming tenant to leave such items insitu.

Where furniture and fittings remain following abandonment, these should be photographed, itemised and stored as required by legislation prior to disposal.

Full clean completed to Dwelling, including sanitary ware, kitchen facilities and all floor surfaces and coverings.

Gas inspection completed, passed and Landlords Gas Safety Certificate issued.

Electrical inspection completed and passed

External door locks changed and two sets of keys provided.  Two key fobs provided to Tenants of flats with communal entrances.

Energy Performance Certificate completed

Meters read and readings supplied to the energy provider.  Where pre-payment meters installed, any deficit to be removed.

Decorative standards to be in accordance with Annex X. [Decoration vouchers to be issued in accordance with Policy]107.

Tenant handbook provided

Property inspection undertaken at 1 above used to update Asset Management database.  Any unauthorised tenant improvements to be inspected and either approved or removed (note if approved either during the tenancy or at void, then the Contractor will assume future maintenance responsibility for these [unless expressly agreed with both the tenant and the Authority]108).

[Redecoration vouchers issued in accordance with Authority Policy]109.

108 Attention is drawn to this provision – this prevents the Contractor from removing non-standard items as a matter of course where their retention (or at least the choice to retain) may be beneficial for incoming tenants.  Authority approval prevents the Contractor acting unreasonably in seeking tenant approval.
