ANNEX X: Minimum Decorative Standards
These are defined as follows:
External Render finishes | No more than [5]% of the rendered surface to be cracked, damaged, blown or missing. Note that where render condition is likely to result in further damage to the Property (for example, by creating conditions that may give rise to damp problems), then repairs works should be undertaken even where the area is less than the [5]% indicated above. |
Pointing | No more than [5]% of the pointing to be crumbling or eroded by more than 5mm from the designed finish level. Note that where the poor pointing condition is localised and may give rise to increased risks of structural failure (for example on a chimney stack), then repairs works should be undertaken even where the area is less than the [5]% indicated above. This definition also includes boundary walls. |
Roof coverings (including vertical tiling to external elevations) | No more than [5]% of tiles and/or slates to be cracked, broken or missing. |
Painted surfaces - timber/metal | Painted surfaces should be recoated every [7] years as a minimum. No more than [5]% of the painted surface (or surface that should have a paint covering in accordance with good industry practice) to have: • Exposed untreated surfaces (i.e. bare timber of metal); and/or • Flaking or lifted paint coverings; and/or • Evidence of marking, staining, scratches, damage or discolouration. Note that the [5]% should be measured on a component by component basis, i.e. each individual window, door, skirtings/architraves to an individual room, etc. |
Painted surfaces - render | Painted surfaces should be recoated every [10] years as a minimum. No more than [5]% of the painted surface (or surface that should have a paint covering in accordance with good industry practice) to have: • No paint covering ; and/or • Flaking or lifted paint coverings; and/or • Evidence of marking, staining, scratches, damage or discolouration. Any partial recoating should be undertaken in a colour consistent with the surrounding area. Where this is not available, then a full recoat will be required. |
Painted surfaces - plaster/paper coverings for which the landlord is responsible | Painted surfaces should be recoated every [7] years as a minimum. No more than [5]% of the painted surface (or surface that should have a paint covering in accordance with good industry practice) to have: • No paint covering ; and/or • Flaking or lifted paint coverings; and/or • Evidence of marking, staining, scratches, damage or discolouration. Any partial recoating should be undertaken in a colour consistent with the surrounding area. Where this is not available, then a full recoat will be required. |
Floor coverings | Any damaged floor coverings should be replaced. Damage includes tears, stretches that cause the covering not to provide a smooth and flat surface, etc. No more than [5]% of the floor covering should have evidence of marking, scratches, staining or discolouration. |
Tiled surfaces | Individual cracked or blown tiles should be replaced to ensure the water impermeability of the tiled area is retained. Replacement tiles should be consistent with the surrounding area. Where this is not available, then the entire tiled area should be replaced. Any damaged or missing grout should be replaced to ensure the water impermeability of the tiled area is retained. No more than [5]% of the tiles should have evidence of marking, scratches, crazing, or staining/discolouration (limited to that as a result of age/failure rather than cleaning). No more than [10]% of the grout to be discoloured (as a result of age/failure rather than cleaning). |
