The membership of any Bidder, and the principal relationships between the members, may be changed only with the prior consent of the Local Authority. The Local Authority reserves the right to determine whether or not to continue with the evaluation of a Solution, and whether or not to enter into a Contract with a Bidder, where there has been a change in the ownership of the Bidder (direct or indirect) or a change in the principal relationships between the members.
