The Local Authority is using the competitive dialogue procedure under the Public Contracts Regulations 2006, and Bidders are referred to those Regulations.

Bidders are deemed to understand the processes that the Local Authority is required to follow under those Regulations and all applicable European and domestic legislation.

Accordingly, all proposals must satisfy the requirements of the PFI, and the Contract by which any proposal will ultimately be implemented must meet the PFI criteria as published by the DCLG and the Department [insert details].
