Method Statement • - Strategic Assistance and Reporting (Contractual)

Bidders are required to submit a Method Statement with their Solution setting out how they intend to work with and assist the Local Authority meet its obligations as set out in the Output Specification for strategic assistance and reporting. The Method Statement should set out how the Service Provider will monitor compliance with the PS5 performance targets and how the results of such monitoring will be fed into the management information system in a convenient form, and how that information will be used in calculating any Adjustments under the Payment Mechanism. The Method Statement should also include specific reference to the following issues:

 How the Service Provider will assist the Local Authority to enable it to meet its obligations for collecting and reporting against the BVPIs and LPIs for the Project

 How the Service Provider will work with and assist the Local Authority to enable it to meet its strategic reporting obligations in respect of the [Service Strategy], Comprehensive Performance Assessment process, Best Value Reviews and in producing the Best Value Performance Plan

 A description of how the Service Provider will produce the Monthly Service Report and the Annual Service Report and the issues that will be covered in each. The description should incorporate the Local Authority's minimum requirements noted in the Output Specification

 A description of how the Service Provider will assist the Local Authority to demonstrate a step change in the provision of the Project and continuous improvement in service delivery over the duration of the Contract term

 A description of the processes the Service Provider will adopt to engage key stakeholders in consultation about service provision. Bidders are expected to put forward proposals as to how customer consultation exercises can best/most efficiently be undertaken and the frequency with which such exercises should be carried out over the course of the Contract term.
