5.  Bid Acceptance and Evaluation of Refined Solutions

The Local Authority does not undertake to accept the lowest Refined Solution, and retains the right to refuse to consider any Refined Solution or any Refined Solution that is incomplete or qualified in any way (other than as allowed for in this ISRS document). The Local Authority will not be responsible for, or pay for, any costs, expenses or losses which may be incurred by any Bidder in the preparation and submission of their Refined Solutions, including visits or meetings in connection therewith.

Once Refined Solutions are received, the Project Team comprising representatives of the Local Authority and its professional advisors will evaluate them. The Local Authority reserves the right to enter in to further competitive dialogue with Bidders.

The evaluation criteria set out in section [insert details] of the ISDS Instructions and Guidance to Bidders will apply except to the extent of the following changes:
