Part 4 - Explanation of Solutions Required

This Part 4 provides Bidders with details of the form and content of Solutions that are invited and the timetable and other administrative requirements for the process.  It sets out:

•  The number and type of Solutions which Bidders may make

•  The minimum information requirements to be included in Solutions.

This Part 4 also sets out the procedural requirements with which Bidders must comply when submitting Detailed Solutions in order for their Detailed Solutions to be compliant and considered by the Local Authority.  The process has been structured in the way that it has in order to:

•  Assist the Local Authority in choosing the Solution (or Solutions) which will be most economically advantageous to the Local Authority having regard to the Local Authority's stated objectives

•  Assist the Local Authority in choosing those Bidders who should be invited to submit Refined Solutions and/or Final Bids

•  To make clear the requirements with which Bidders must comply and the basis on which the Detailed Solutions will be evaluated

•  To maintain equality of treatment and opportunity, transparency and competition throughout.

If a Bidder does not comply with any of the requirements contained in this Part 4, the Local Authority may (in its sole discretion) disqualify the Detailed Solution of that Bidder.
