Letter to Unsuccessful Bidders at Outline Solutions Stage

Thank you for participating in the process of the award for the above.  

As you will know, the process of selecting a Bidder is being conducted in accordance with the Public Contracts Regulations 2006.  As required under those Regulations, the Local Authority pre-determined a set of objective Outline Solutions evaluation criteria against which it measures the suitability of those Bidders expressing an interest in the project to proceed to the later stages of the competitive process.

The Local Authority has considered in detail all the information provided by the various Bidders, against these objective criteria.  That evaluation process is now complete, and I regret to inform you that you have failed to satisfy sufficiently all of the criteria determined for the Outline Solutions stage of the selection process, and accordingly you have not been included on the short-list of Bidders to proceed to the subsequent stages.
