5.00  CONTRACTUAL REQUIREMENTS

5.01  The Council will facilitate the Survey process on behalf of the Bidders until such time as the Bidders are selected. At this point the Bidders will review the findings of the Survey and consider whether any further survey work is required. The Council will provide access to historical data in respect of the Properties and will assist in the organisation of entry to the Properties for the Surveyor. The Council will provide the necessary support to the Bidders and Surveyor throughout the bid and Survey process to ensure that, in the format of information supplied, all Bidders are equally informed of the Survey findings.

5.02  The Brief broadly conforms to the approach identified in the Housing PFI Procurement Pack published by the 4Ps. The Council confirms that it will require the Bidders to complete the financial bid template set out at Appendix 3.  The Surveyor is required to complete this financial bid template on the basis of the Council carrying out the work identified therein itself (to include all preliminaries and contingencies and the cost of providing suitable and appropriate warranties).

5.03  The Surveyor will be required as part of the Survey to review any information issued by the Council in respect of the Properties and to determine whether any warranty can be issued to the Operator in respect of such information.
