19. As a result of the failures on the project, some people had had their contracts terminated and ICL had brought in new management. In 2001 the Department had brought in a new team to lead the project. Some people had been transferred elsewhere but no-one had lost their job as a result of the work they had been doing on the project, in contrast to the approach taken by ICL. The Department believed that people had made decisions based on the best advice available at the time, who should not then have their careers blighted for having done what seemed to be their duty.19
