5 We engaged Lorien, a firm with extensive experience in carrying out Public Private Partnership studies, to examine the procurement process and advise on project management. We also engaged Simmons and Simmons, a legal firm with experience of Private Finance Initiative deals, to review all the contracts entered into by the Agency with CMG and Radio Spectrum International and to consider whether these were appropriate and properly protected the Agency's position.
