1.1  Background

This section should provide a summary of the background to the organisation and the case for change.  While it should summarise other sections of the SBC, it should include the following:

 Further details of the case for change and the vision;

 Patterns of service drivers (e.g. deprivation and links to revenues and benefits);

 Details of Council facilities affected and any accommodation rationalisation plans e.g. offices;

 Details of any regional programmes which are relevant;

 Other Authorities approached to become partners in the procurement;

 Links to other corporate strategies which have links (e.g. regeneration, communities, social exclusion etc);

 Details of available technology and how it could lever in benefits and efficiencies to Council services.
