2.5  The Scope of this Proposal

The need for the rationale behind the scope of the SBC to be very robust has already been explained within this document.  This section of the business plan needs to add additional detail to this by drawing together the main strands of what needs to be achieved and to draw a clear boundary around the project.

 Which services are within scope?

 What facilities/assets are affected/required?

 Which locations are to be affected and what are the relevant issues (e.g. is the siting of a customer contact centre important – in the town centre?)

 Which client/customer groups are affected?

 Which internal departments/functions are affected and is any reorganisation planned?

 What is the likely impact on the staff in each service?

 Does the project affect external partners/sister organisations and is a multi authority procurement envisaged?

Fundamentally, the scope of the project must draw upon all the strands of the business case including the vision, strategy, existing performance inadequacy, desired performance and the high level service outcomes required.
