3.5  Ranked Options

It is not necessary to recommend a preferred option at this stage, but rather to confirm that some of the options considered provide the potential to significantly improve value for money when compared with the 'do nothing' or 'do minimum' option.

Remember, the purpose of the SBC is to provide sufficient analysis to be able to decide that investing will significantly improve value for money.  If the value for money case is not strong enough, then you should not proceed to the Outline Business Case stage, but rather one of the following should occur:

1.  Different options should be sought and analysed

2.  The project should cease.
