7.1 Project Management
• Is there evidence that the organisation has the skills and capabilities it needs to achieve the desired outcomes from the business change?
• Is the organisation realistic about its ability to manage complex change? (Lessons learned from previous projects)
• Does the organisation have documented corporate standards for programme/project management? (Repeatable processes)
• Have the overall programme/project controls been defined?
• Are there interdependencies between projects and high level plans for managing them?
• If this is a collaborative programme/project are the accountabilities for each organisation defined and agreed?
• Is budget provision available to reach Gateway 1 (Strategic Outline Case)?
• Is a resource plan of suitable skills and availability identified?
• Are the key roles identified, Project Sponsor, Project Owner, Project Board etc?
• Are the plans for developing the Business Case realistic?
• Deliverables, milestones, activities, timescales, resources, organisation, costs, stakeholder contact/PR?
• Are Programme/Project management controls in place?
• Who is involved in the project internally and externally? (This may be wider than key stakeholders)
• What are the Critical Success Factors?
• How will the project be managed? (PRINCE2?)
• If using PRINCE2 has the application of the methodology been appropriately scaled?
• Can the project be delivered? (Is the organisation ready for the change and does it have the resources to carry it through)
• What is the timetable?
• Are there any key milestones to be delivered?
• Is more work needed to develop the management issues surrounding the project?
