7.1  Project Management

 Is there evidence that the organisation has the skills and capabilities it needs to achieve the desired outcomes from the business change?

 Is the organisation realistic about its ability to manage complex change? (Lessons learned from previous projects)

 Does the organisation have documented corporate standards for programme/project management? (Repeatable processes)

 Have the overall programme/project controls been defined?

 Are there interdependencies between projects and high level plans for managing them?

 If this is a collaborative programme/project are the accountabilities for each organisation defined and agreed?

 Is budget provision available to reach Gateway 1 (Strategic Outline Case)?

 Is a resource plan of suitable skills and availability identified?

 Are the key roles identified, Project Sponsor, Project Owner, Project Board etc?

 Are the plans for developing the Business Case realistic?

 Deliverables, milestones, activities, timescales, resources, organisation, costs, stakeholder contact/PR?

 Are Programme/Project management controls in place?

 Who is involved in the project internally and externally? (This may be wider than key stakeholders)

 What are the Critical Success Factors?

 How will the project be managed? (PRINCE2?)

 If using PRINCE2 has the application of the methodology been appropriately scaled?

 Can the project be delivered? (Is the organisation ready for the change and does it have the resources to carry it through)

 What is the timetable?

 Are there any key milestones to be delivered?

 Is more work needed to develop the management issues surrounding the project?
