Strategy
This section should include an analysis of the strategic context in which the services are provided, the business need for the service (including details of the contribution that good support services should make to the Local Authority's corporate strategy) and the synergies that exist between the service and the Local Authority's corporate objectives.
How does the investment support both service delivery and the wider objectives of the organisation?
Issues may include:
• Where does it fit into relevant national / regional programmes?
• An overview of the existing services provided, including analysis of the existing service strengths and weaknesses, key service standards and outputs, current levels of attainment, structure and costs of current provision and trends in user opinion of the service. (This information provides the project base-line.)
• What is the demand for services and how has it changed or is likely to change?
• Does ICT play a major part in the business case and if so why?
