1.1  Background

This section should provide a summary of the background to the organisation and the case for change.  While it should summarise other sections of the OBC, it should include the following:

 Further details of the case for change and the vision;

 Patterns of service drivers (e.g. deprivation and links to revenues and benefits);

 Details of Council facilities affected and any accommodation rationalisation plans e.g. offices;

 Details of any regional programmes which are relevant;

 Other Authorities approached to become partners in the procurement;

 Links to other corporate strategies which have links (e.g. regeneration, communities, social exclusion etc);

 Details of available technology and how it could lever in benefits and efficiencies to Council services.

This section should effectively set the scene for the case for change which has prompted the review.  The same themes touched on in the OBC as in the SBC but it should be expected that issues which had a significant degree of uncertainty attached to them in the SBC will be far firmer and more certain if they are to influence any decision to proceed to full procurement.
