Is the project likely to be attractive to possible suppliers?
Is there a robust market to supply the project need?
If there is doubt how will the market be sounded out?

Is the requirement too unique or risky from the markets point of view?
Why? - should the project be modified to attract the market?
An assessment of the procurement route PFI/PPP/Public funding
Exploration of procurement options. What might be the most appropriate route, seek advice from legal department. Links to the procurement options should be established.
