6.1 Project Management
• Who will take decisions/
• How is the project team made up?
• Diagram of the management structure
• Include names of individuals in key roles and CVs where necessary
• Who is the:
a. Project sponsor?
b. Project manager?
c. User representative(s)?
d. Project steering group?
• What internal resources are required?
• Is there capacity and are the skills available?
• Are there plans for addressing shortfalls?
• Is any training required, what resources are needed?
• What external support is needed?
• How are advisors to be managed?
• How will/were advisors selected?
Who is involved in the project internally and externally? (this may be wider than key stakeholders)
• Methodology - Is this based on PRINCE2 if a project or Managing Successful Programmes if a programme (both published by the Office of Government Commerce)?
• Have the project/programme management arrangements been properly scaled?
• Include a full Project plan, budget and timetable (see appendix 1)
• Is the time plan realistic both internally and for complying with external (regulatory?) timescales?
• Can the project be delivered? (is the organisation ready for the change and does it have the resources to carry it through)
• Are there any key milestones to be delivered?
• Is more work need to develop the management issues surrounding the project?
• What are the Critical Success Factors?
Are there funds available to reach Gateway 2?
Is there budget provision with funds included in Public Spending Review?
Are financial controls in place?
• is the project under control?
• what is the cause of any deviations form plan?
• what actions are necessary to prevent any more deviations?
• are there any assumptions made at GR1 that have not been verified?
• Is the project plan for the remaining phases realistic?
• are the projects timescales reasonable?
• what are the arrangements for the next stage of the project?
• have its activities been defines and resourced?
• does the project have the resources with the appropriate skills and experience?
