3  Definitions

Any terms and expressions used in this Service Specification shall bear the same meaning as set out in Schedule 1 (Definitions and Interpretations) unless the context otherwise requires. In addition the following terms shall have the following meanings:

Authority's Area means [♦]1

Authority Financial Year means [♦]2

Council House Rent means a rent charged by the Authority for the tenancy or occupation of one of its houses

Council House Rent Service means the service described as such in this Revenues and Benefits Service Specification and including (without limitation) the billing, collection and recovery of Council House Rent

Council House Tenant means a person liable to pay Council House Rent

Council Tax means the tax described as such in the Local Government Finance Act 1992

Council Tax Benefit means benefit paid pursuant to Schedule 9 Local Government Finance Act 1992 or any successor benefit intended for the same or closely similar purpose

Council Tax Service means the service described as such in this Revenues and Benefits Service Specification and including without limitation) the administration, billing, collection and recovery of Council Tax

Customer Service means the service described as such in this Revenues and Benefits Service Specification and including (without limitation) providing advice and assistance to members of the public

Housing Benefit means all benefits legally payable to persons in their capacity as tenants of the Authority or any other landlord in the Authority's Area or any successor benefit intended for the same or closely similar purpose

Housing Benefits Service means the service described as such in this Revenues and Benefits Service Specification and including (without limitation) the assessment of eligibility to benefits and the administration of benefits

Liability Order means an order described as such in paragraph 3 of Schedule 4 of the Local Government Finance Act 1992

Local Authority Financial Management System means [♦]3

National Non-Domestic Rates means rates levied in respect of properties listed on the Rating List.

National Non-Domestic Rates Service means the service described as such in this Revenues and Benefits Service Specification and (including without limitation) the administration, billing, collection and recovery of National Non-Domestic Rates

Prescribed Information means in relation to a bill for Council Tax or, as the case may be, for National Non-Domestic Rates relevant information prescribed by the Council Tax and Non-Domestic Rating (Demand Notices) (England) Regulations 1993 SI 1993/91

Rating List means the local non-domestic rating list as described in Section 41 Local Government Finance Act 1988

Support, Administration and Information Service means the service described as such in this Revenues and Benefits Service Specification

Request for Information means a request for information from a Council Tax debtor as described in paragraph 4 of Schedule 4 of the Local Government Finance Act

Sundry Debtors Service means the service described as such in this Revenues and Benefits Service Specification and (including without limitation) the administration, billing, collection and recovery of the Authority's sundry debts

Total Rateable Value means the aggregate rateable value of all premises or, as the case may be, parts of premises in respect of which National Non-Domestic Rates are payable in the Authority's Area

Valuation List means a valuation list compiled pursuant to Section 22 of the Local Government Finance Act 1992

Valuation Office Agency means, in relation to this Agreement, the [♦] office of the Valuation Office Agency the latter being an executive agency of H.M. Revenue & Customs and any successor to its functions

Valuation Tribunal has the meaning set out in Section 15 of the Local Government Finance Act 1992

Valuation Band Total means the aggregate of the valuation bands (as set out in Section 5 of the Local Government Finance Act 1992) of all dwellings chargeable to Council Tax within the Authority's Area
