The PPP Reference Project

An Outline Business Case (OBC) for the PPP project was prepared to document the conclusions of the service review, including the results of the appraisal of project and procurement options.  Members [and the Department [insert details]] have approved the OBC and the chosen project/procurement option identified in the OBC - the PPP Reference Project.
