Example Method Statement 12 - Transfer of Staff and Workforce Matters
The Partner shall agree with the Council and introduce a staffing protocol as required in the Output Specification. As part of their proposals, Bidders will be required to set out:
• terms and conditions for new starters which are "no less favourable" than the Council's terms and conditions
• union recognition and facilities time
• a scheme of organisational and staff development
• staff involvement and consultation
• collaboration with other bodies
• home and mobile working
• capacity growth
• job evaluation
• The assumptions that they have made in relation to TUPE transfers in calculating the Unitary Charge.
• The assumptions that have been made in relation to pension provision and admitted body status.
Bidders are requested to confirm as part of their Bid that they are willing to comply with the Pension requirements outlined in these Instructions. If a Bidder already operates a scheme that has been certified by the GAD as providing broadly comparable benefits to the Schemes, then they should provide details of that scheme, together with a copy of the current GAD certificate. [Bidders should note that the Local Authority will give weight to Bidders' proposals that allow the transfer of the Local Authority's employees to remain in the Local Government Pension Scheme through the attainment of admitted body status].
Bidders shall detail how workforce issues are to be monitored and report to its Board quarterly and report annually to the Council in accordance with the categories and employment aspects used by the Council for its own purposes
Bidders shall detail how it is to develop, agree with the Council and implement a Jobs Protocol to maximise employment opportunities for people including those in under-represented groups.
Bidders shall detail how it is to provide a range of training opportunities over the life of the partnership.
