The financial and commercial evaluation will award scores to reflect the extent to which Solutions meet the Local Authority's expectations in the following areas:

•  Commercial Acceptability and Risk Transfer - [25%]

•  The financial and economic standing of the consortia - [25%]

•  Financial robustness of the Solution - [25%]

•  Deliverability of the funding package - [25%]
