General Requirements for Refined Solutions

Bidders must submit Refined Solutions in accordance with all of the instructions in this ISRS Document and must include the submission documents referred to in Appendix 1.  The Local Authority may (but is not obliged to) disqualify a Refined Solution that does not comply with those requirements.

Refined Solutions should include a Standard Bid meeting the requirements of Parts [insert details] of the ISDS Instructions and Guidance to Bidders except as amended by these Instructions.  These amendments are set out at Appendix 3 to these Instructions.

Bidders must sign and return the ISRS Submission Undertaking (attached at Appendix 6) with their Refined Solutions submission. Additionally, Bidders must provide with the Bid Submission Undertaking a detailed plan outlining all of the activities to be completed before financial close, with indicative timetables. The aim of this exercise is to reduce, as far as possible; delays and uncertainty between the submission of Refined Solutions and financial close and thereby to reach financial close in accordance with the timetable included in these Instructions.

Bidders submitting Refined Solutions must submit as a minimum a Standard Bid prepared as a 'compliant' Bid. To qualify as compliant the Standard Bid must comply with Paragraph [insert details] of the ISDS Instructions and Guidance to Bidders and for the avoidance of doubt must:

 Be based upon firm financial projections, which are not subject to further contractual negotiation.

 Be based on acceptance of the revised Model Contract (attached at Appendix 9 of these Instructions).  A summary of the changes made to the Model Contract issued at the ISDS stage is set out at Appendix 4 to these Instructions

 Meet in full the requirements of the Output Specification (Schedule [x] of the revised Model Contract).

 Be based on acceptance of the Payment Mechanism (Schedule [x] of the revised Model Contract).

 Be prepared in accordance with original ISDS Instructions and Guidance to Bidders guidance except where this is updated by this document.

Bidders should note that in all areas where they do not submit new proposals, their original ISDS Bids would be deemed to reflect their final position and will be evaluated as such.
