2  Inclusion of step-in drafting should be on an exception only basis, it is likely that the Clause (or a simplified version of it) will need to be retained for central government contracts if step-in rights are deemed desirable/necessary. Local government default is to delete but may be reinstated if deemed value for money on a case-by-case basis.
