6.1  Clarifications

Clarifications are limited exchanges between the government and offerors, which may occur when award without discussions is contemplated (see FAR 15.306(a) for guidance).  Under these circumstances, offerors are given the opportunity to clarify certain aspects of their proposals such as questions about the relevancy of their past performance or adverse past performance information on which the offeror has not yet had an opportunity to comment.  These exchanges may be used to resolve minor irregularities, informalities, or clerical errors.  Such clarifications provide minor explanations but shall not revise or modify the proposal.
