(i)  The contracting officer must obtain approval from the HCA to obtain cost and pricing data for acquisitions below the pertinent threshold in FAR 15.403-4(a)(1) but exceeding the simplified acquisition threshold. To request this authorization, the contracting officer shall submit a Determination and Findings (D&F) through the Senior Contracting Official to SAF/AQCK, safaqck.workflow@pentagon.af.mil, for HCA signature. The D&F shall include a written finding that cost and pricing data are necessary to determine whether the price is fair and reasonable and the facts supporting that finding.
