(i)  Step One: Decide What Costs Can Be Included In the Cancellation Charge.

The first step in estimating a cancellation ceiling is to decide what costs can be included in the cancellation charge. The cancellation charge is the amount that the Government will actually pay the contractor if the contract is canceled. These amounts will eventually be reflected in the "Cancellation Ceiling" clause in Section I of the contract.
