D.  Who prepares it?

The SSET Chairperson, the SSAC Chair, when used and Contracting Officer (CO) usually collaborate to prepare the SSDD for the SSA's signature, unless otherwise directed by the SSA (MP5315.3, paragraph 6.3.2).  Some SSAs may prefer to write the SSDD themselves, particularly if the CO is the SSA.  In any case, assistance from source selection experts2 and legal is highly recommended.
