(a)
(i) If circumstances dictate consolidation, written justification supporting this action must be provided to the contracting officer by the program manager or requiring activity. The determination that a consolidated requirement cannot be placed under one of the preference programs must be approved by the Head of the Contracting Activity (HCA) prior to release of the solicitation.
