Scope of Policy

(1)  This policy applies to P3 projects of GOA ministries or SIOs and that:

a.  require GOA capital or operating financial support;

b.  involve private financing; and

c.  are for the provision of capital assets and associated long term services.

(2)  This policy does not apply to municipalities.
