3.3  MANAGEMENT AGREEMENT

Under the management agreement structure, the government owns the infrastructure and is responsible for the finance and construction of the infrastructure. The private entity would be responsible for the operation and maintenance of the infrastructure assets as provided under the O&M agreement.
