3.4  LEASE

Under the lease structure, the government finances and constructs the infrastructure asset. On completion, the government maintains the ownership of the infrastructure, but contracts out to the private sector the operation, management and maintenance of the infrastructure assets. The private operator is entitled to the revenues generated from the ownership of the infrastructure asset.
