5.1  RETAINER

This section deals with the agreement between the government and its consultants. These concerns would be the same whatever PPP structure is adopted.

As discussed in section 4.2.1(b), the government usually needs to retain consultants to conduct a PPP project. In this respect, the World Bank's PPIAF unit has published a large and detailed report called A guide for hiring and managing advisors for private participation in infrastructure dated July 2001, available on the World Bank's website.
