37. Contract. The ITN should contain the Heads of Agreement and as complete a contract as possible. At a minimum this should include full drafting of areas that are unlikely to be controversial and clear expositions of principle in areas that are likely to be the subject of negotiation (such as those relating to key areas of performance risk allocation).
