4.1.1 The Agency and the project proponent shall appoint their authorized representatives to open and maintain an Escrow account in an AGDB under the name of the BOT project before the project starts commercial operation/commissioning. Administrative expenses related to the opening and maintenance of the Escrow account shall be borne by the project proponent.
