The agriculture bureaucracy should be rationalized through the efficient and effective convergence and complementation of the agriculture, agrarian reform and natural resources (AARNR) service agencies and related offices by taking measures to sort out institutional overlaps. The convergence effort will operationalize sustainable development by integrating the social, economic, and environmental aspects of rural development. The proposed legislation will rationalize and strengthen the provision of extension services towards improving national, local and private sector complementation.
