The Energy Reform Agenda (ERA) for 2010-2016 is guided by the vision of "Energy access for more". Government's key priority is to ensure sustainable, diverse and reliable energy sources through consultation and the participation of multiple stakeholders. Increased economic efficiency in the use and distribution of energy services is critical to achieving energy access for the majority at competitive rates.
The ERA will utilize PPPs to implement critical infrastructure projects of the government that will address the growing energy needs of the country. Through PPPs, the DOE can benefit from the technical and financial support of its partners in the private sector, including businesses, investors, and nongovernment organizations (NGOs). PPPs will cover all phases of energy development and utilization.
To ensure energy security
