The social protection sector shall ensure the empowerment and protection of the poor, vulnerable and disadvantaged individuals from all types of risks. The convergence of Pantawid Pamilyang Pilipino Program, the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) and Self-Employment Assistance-Kaunlaran (SEA-K) shall cover 53 provinces, while the National Household Targeting System for Poverty Reduction (NHTS-PR) shall update its database by 2014 in identifying at least 5.6 million poor households.
