1.1.5  Monitoring and Evaluation

Monitoring and evaluation cut across the different phases of the PPP framework as presented in Figure 2-1 of this volume. Among the critical aspects that should be monitored and evaluated at each phase are:

Development

•  Optimal project selection

•  Complete and robust project preparation

•  Adequate risk analysis and management plan

Approval

•  Validation of project feasibility

•  Reasonable risk allocation and government support

•  Reasonable and affordable tariffs

Competition

•  Compliance with the prescribed bidding process and requirements of the BOT Law and its IRR

Cooperation

•  Post award negotiation will not alter the risk allocation

•  Compliance with contractual obligations of both parties

•  Managing contingent liabilities

•  Development impact of project
