3.3.4  POLITICAL ACCEPTABILITY AND LEGALITY

A major consideration in judging the operational feasibility of a project is the political acceptability of its activities, as well as the legal authority of the LGU or private proponent to execute them. Not only must the project enjoy the full support of local leadership but the project proponents must also ensure that benefits accrue to its intended clients.

In addition, target beneficiaries must be given "co-ownership status" of any such initiative - that is, people must have a positive perception of the project. This can be done through an inclusive consultation process where both women and men participate. Securing the support and active participation of intended beneficiaries at the onset is necessary for effective implementation and operation.
