Section 3.2

- Under this arrangement/scheme, the PROPONENT-LESSOR shall undertake the financing, design and construction of the PROJECT and upon its completion turns it over to the LGU-LESSEE on a lease agreement for a fixed period, after which ownership of the facility is automatically transferred to the LGU-LESSEE.
