- The PROPONENT-OPERATOR warrants that it has the know-how, resources, trained personnel and staff, technical and financial capabilities, as well as management expertise, to fulfill its duties and responsibilities hereunder, and implement the financing, design, construction, equipping, provisioning, maintaining and operating the PROJECT.
