Section 3.2

- Under this arrangement/scheme, the PROPONENT, as private sector participant shall undertake the financing, construction, operation and management of the PROJECT and is allowed to recover its total investment, operating and maintenance costs, plus a reasonable return thereon indicated in the PROPONENT's Financial Model (ANNEX C) by the collection of fees or charges.
