The National Council for Public-Private Partnerships (NCPPP) and the Urban Land Institute (ULI) undertook this project to addresses the following questions:
1. Could interest and opportunity exist in the next administration to rethink budget concepts and rules as they relate to infrastructure financing in general and federal real estate in particular?
2. If so, what might these new budget concepts and reforms look like?
3. What would be a viable process for moving these new ideas and reforms forward?
